trash icon on notification dropdown?

When one pulls down yr notifications if there are notifications there is a trash can (bottom left of screen) and if you tap it it removes existing notifications, my ? is this, sometimes the trash can is there and other times not, why does it disappear sometimes?? even when there are notifications...? thanks
