Moto G4 Model XT1625 Not Eligible for Bootloader Unlock

I purchased the G4 32GB model XT1625 from Amazon (not their ad version) over the weekend for $179. I followed the instructions how to request the bootloader unlock code from Motorola, it says my device is not eligible to unlock. Has anyone purchased XT1625 from Amazon and are able to get the unlock code from Moto?
